The Lithium Value Chain as An Apportunity for Cross-Border Cooperation

The present article proposes to study the management of lithium from a subnational perspective, highlighting the potential of the territory for the development of a transborder value chain around the mineral. To do so, the lithium production models of Argentina and Chile, their strategies, common points, and differences are analyzed. The hypothesis guiding the research asserts that Argentina and Chile, states organized under federal and unitary models, respectively, have established two differentiated governance models for lithium production, although common interests related to promoting value-added generation stand out. In this context, transborder cooperation and the actions of subnational governments emerge as key elements for potential multilevel articulations that promote the development of a regional value chain around the mineral. The article adopts a qualitative methodological perspective based on a case study and a comparative approach to the lithium production models of Argentina and Chile, their strategies, common points, and differences. From a theoretical standpoint, concepts from the field of paradiplomacy and internationalization, as well as transborder international cooperation, are combined and articulated.
